Time for PayPal to be regulated under the Banking Act in Canada?

Ref: Complaint filed with PayPal, Case Number: xxxxxxxxxxxxxx Basic facts not withstanding the facts listed below in the copies of Emails sent to PayPal
PayPal so called investigation failed to realize that I would have to pay Customs Duty on the Item in question and I have not, this from an organization that claims to have done an investigation.
Pay Pal does not respond to queries about the Seller on eBay committing fraud with several other buyers for the same item on the same day.
PayPal did not respond to the complaint on a timely fashion per their complaint process.
PayPal’s date for processing this claim was November 25 2010, but they requested a few more days, and they only responded that the case is closed after my Email dated December 09, 2010 querying what is the status of the claim thereby further disenfranchising my right to pursue a claim through eBay as the time limit to file a claim with eBay had expired.
The above paragraph clearly displays PayPal’s intention to stall an investigation that they know they have no recourse from the merchant as the merchant has been deregistered from eBay but choose to defraud me for an action that they failed to investigate and rectify.
PayPal does not respond to the eBay email sent to me requesting I request a refund as the seller has pulled his ad after close of auction and payment was sent (See Email attached)
It is the duty of PayPal and not me, to have research and investigate the merchant which obviously PayPal failed to do.
